Side event on the margins of the Ninth BWC Review Conference “Efforts to Strengthen the Implementation of the Biological Weapons Convention in Southeast Asia” co-organized by Japan, the Lao PDR, and the Philippines

On 8 December 2022, on the margins of the Ninth Review Conference of the Biological Weapons Convention, Japan, the Lao PDR, and the Philippines jointly organized a side event entitled “Efforts to Strengthen the Implementation of the Biological Weapons Convention in Southeast Asia”, to showcase their experiences of cooperation in this area.
 
During the event, H.E. Ambassador BENCINI, Permanent Representative of Italy to the Conference on Disarmament and President of the BWC Review Conference, delivered opening remarks, commending the cooperation to strengthen the implementation of the convention in the region. Mr. DOMINGO, Third Secretary of the Permanent Mission of the Philippines, made a presentation on the ASEAN Regional Forum Tabletop Exercise on Response Capabilities to Chemical, Biological, Radiological, and Nuclear (CBRN) Incidents. Also, Ms. KEOBOUNSAN, Deputy Director of the UN Political and Security Affairs Division at the Ministry of Foreign Affairs of the Lao PDR, explained the reinvigorated CBM submission process in the Lao PDR. Moreover, Dr. MAKALINAO, Professor and Assistant to the Dean of the College of Medicine at the University of the Philippines Manila, shared a presentation about designing and delivering CBM technical support through intra-regional cooperation in Southeast Asia.
 
Given these presentations, Ambassador OGASAWARA, Permanent Representative of Japan to the Conference on Disarmament, appreciated the recent remarkable efforts made by ASEAN countries, and explained Japan’s cooperation for strengthening the implementation of the BWC in Southeast Asia, such as a series of the recent workshops and seminars funded by Japan for capacity-building of BWC National Contact Points of ASEAN countries.
